Yarmouth Town Council, October 15, 2026 · Agenda Item 33
Ian Ferguson just wanted to put American flags on Main Street.
The Yarmouth Eagle Scout candidate brought the council a proposal: brackets on downtown poles and American flags flying over Main Street, all paid for by his own fundraising. It was Item 33: “To approve a proposal from Eagle Scout candidate, Ian Ferguson, for a Main Street banner/flag proposal” (agenda).
He did his homework
At 0:23:36 (meeting video), Ferguson answered every question the council had raised:
- Cost: “My fundraising goal includes enough money to provide several spare brackets, the poles for the actual flags, and the flags themselves, for future replacement needs. And my goal is to minimize as much financial burden on the town as possible.”
- Timing: he offered either holiday displays or flying the flags continuously from Memorial Day through Veterans Day, whichever the town preferred.
- Colors: he said he was fine switching the mounting blocks from red, white and blue to a neutral color, “even blue and white for the Yarmouth Clippers.”
- Planning: he reported that Yarmouth’s Director of Planning and Development “confirmed there’s no planning and zoning implications related to this project.”
- Red tape: he asked the council to treat his project like past donations and not make it wait for a new gift-acceptance policy that “could delay the project beyond my Eagle Scout timeline and make it impossible to complete.”
He even offered to scale the project back: “However many flags you guys want up on the poles. I am open to that number.” (0:26:34)
Then came the debate
A taxpayer-friendly, volunteer-funded, patriotic project took more than two hours of council time. As the chair put it before the vote, “at long last, after two hours and 25 minutes.” (2:16:01)
The result: 7–0
The council approved the project, with details to be worked out and a report back later. Councilors Ting, Cooper, Wolf, Casey, Monti and Abbott all voted yes, and so did the chair. (video, 2:16:00–2:16:27)
Congratulations, Ian. You were patient, prepared and respectful, and you won. Yarmouth’s Main Street will be better for it.
